The first step of an Operational Excellence management cycle is to set strategic direction and objectives. We ask ourselves, ‘Where are we going?’, ‘What are we aiming for?’, and ‘How do we get there?’.
The Department of Mental Health (DMH) and Department of Economic Development (DED) take a step back when asking themselves these questions by practicing a people driven approach.
DED starts with an ‘all hands-on deck’ approach by hosting an all agency retreat every summer. Each team member attending learns about the health of the agency, agency culture, and participates in team bonding along the way! After this upcoming summer kickoff event, the work really begins. DED divisions will meet to brainstorm initiative ideas, practice OpEx tools like SWOCs and DISC, and learn about how their division budgets break down. With the input gathered from their divisions, DED leadership can select initiatives for their placemat by what is important to the agency, those they serve, and help DED’s path forward align with the state mission.
DMH takes a similar approach by allowing ideas at every level, from frontline to executive staff. Team members at DMH that produce ideas are then expected to help move those ideas forward by working with their OpEx lead. They create their project plans, action items, and provide regular status updates. DMH Leadership reviews the initiatives and five-year strategic plan to determine which ones will then be placed on the agency placemat, which is their guide to priorities for the year. Both agencies create buy-in for the year ahead by making sure team members know their voices are heard and ideas are taken into consideration.
