Colleen Dowd

As the Strategic Planner, Colleen manages the department’s strategic planning process. As part of this role, she coaches change agents, leads continuous improvement efforts, and supports leaders in their efforts to manage a fact-based, data-driven culture. She has been with the Department since 2019, bringing with her prior experience facilitating over 100 process improvement teams and 11 years’ experience utilizing the Malcolm Baldrige performance excellence criteria as she served as part of Missouri’s Quality Award process. Colleen has her Lean Six Sigma Green Belt and a Master’s in Public Administration from the University of Missouri-Columbia.
